Executive Judicial Appointment Announced

In a major institutional development for Canada's judiciary, Prime Minister Mark Carney has announced the appointment of the Honourable Alan S. Diner as the new Chief Justice of the Federal Court.

Chief Justice Diner succeeds the Honourable Paul S. Crampton, who retired from the post effective October 31, 2025. The appointment marks a new era of leadership for the Federal Court, bringing Diner's extensive experience in both immigration law and court technology to the highest office of the court.


A Distinguished Career in Law and Public Service

Chief Justice Diner’s path to the apex of the Federal Court is distinguished by decades of excellence in private practice, public administration, and judicial leadership.

Judicial Tenure and Contributions

Since his initial appointment to the Federal Court in 2014, Diner has played a pivotal role in modernization and specialized legal administration. Notably, he has chaired two critical committees within the court:

  • The Immigration Committee: Streamlining processes for one of the court's most high-volume caseloads.
  • The Technology Committee: Championing digital transformation and tech integration to make court proceedings more accessible and efficient.

Public Sector and Private Practice

Prior to joining the judiciary, Chief Justice Diner established himself as a preeminent authority on Canadian immigration and administrative law:

  • Pioneering Public Programs: He managed the establishment of the Ontario Immigrant Nominee Program for Ontario's Ministry of Citizenship and Immigration.
  • Private Practice Leadership: He practiced with top-tier firms, including Bennett Jones and McCarthy Tétrault in Toronto, and Flavell Kubrick & Lalonde in Ottawa.
  • Baker & McKenzie: In 2008, he joined Baker & McKenzie to lead their Canadian Immigration Law Practice Group, a role he maintained until his 2014 bench appointment.

Academic and Community Leadership

Beyond his formal duties on the bench, Chief Justice Diner is a dedicated educator and community advocate.

He holds a Bachelor of Laws (LLB) and a Master of Laws (LLM) in International Trade and Competition Law. Throughout his career, he has mentored the next generation of legal professionals by:

  • Teaching at prestigious law faculties, including the University of Toronto and Bond University.
  • Founding the Immigration Law Moot and serving as a judge for the prestigious Fox and Wilson Moots.

In recognition of his pro bono contributions and public service, he was awarded the Queen Elizabeth II Diamond Jubilee Medal and the inaugural President’s Award from the Canadian Immigration Lawyers Association.
